When innocent civilians verbally protest or verbally challenge police orders, usually by asking “Why?” or “What did I do?”, or tell the officer that they cannot do something or that they know their rights, the police consider that person to be in “Contempt of Cop“. When that happens, the Garden Grove Police Officers will pepper-spray or tase, or club or even shoot those who have verbally protested or verbally challenge police orders or actions. Thereafter, Garden Grove Police Department police officers will then falsely arrest and at least attempt to get the Orange County District Attorney’s Office to file bogus criminal charges for some imaginary “resistance offense” such as Cal. Penal Code § 69 (resisting officer with force/violence), Cal. Penal Code § 148(a)(1) (resisting/delaying/obstructing a peace officer), Cal. Penal Code § 240/241 (assault on peace officer), Cal. Penal Code § 242 / 243(b) & (c) (battery on a peace officer/causing injury) and Cal. Penal Code § 245(c) (assault on peace officer with weapon). JERRY L. City of Garden Grove, et al.; U.S. District Court (2009) Mr. Steering obtained a $475,000.00 settlement from the City of Garden Grove for the false arrests and use of excessive force on several members of the Frank Santos family.
