Most acts of brutality and false arrests by West Covina Police Department police officers arise in “Contempt of Cop” situations. The United States Supreme Court has long held that verbal protest or verbal challenge to police actions or orders is conduct protected by the First Amendment to the United States Constitution. As Associate Supreme Court Justice William Brennan explained in the landmark case of Houston v. Hill, 482 U.S. 451 (1987) about of City of Houston, Texas Municipal Ordinance that criminalized interrupting a police officer in the performance of his/her duties:

It is not limited to fighting words nor even to obscene or opprobrious language, but prohibits speech that “in any manner . . . interrupt[s]” an officer. The freedom of individuals verbally to oppose or challenge police action without thereby risking arrest is one of the principal characteristics by which we distinguish a free nation from a police state.”
