As the old saying goes, “The young lawyer knows the law, but the old lawyer knows the Judge”. THE SIGNAL HILL POLICE DEPARTMENT IS OFTEN BRUTAL AND INSTITUTIONALLY DISHONEST. The Signal Hill Police Department is often a very brutal agency. There is almost no limit what they will do to protect themselves from the victims of their outrages. They often beat or tase or pepper-spray or falsely arrest and procure the malicious criminal prosecutions of their victims; no joke. This is not lefty propaganda. The Signal Hill Police Department’s outrages are headlined by the beating death of college football star Ron Settles in the Signal Hill Police Department Jail. Signal Hill police officers, all of whom were White, said at the time that Settles, a Black man and Cal State Long Beach student, had resisted arrest after he was stopped for speeding and then died after hanging himself with a mattress cover. Many say that he was murdered by Signal Hill Police Department officers at their Jail. See, Ron Settles’ death set off a reckoning over police brutality; 41 years later, Signal Hill will honor him, Long Beach Post News, May 29, 2022. See also, “Healing and restoration”: Signal Hill City Council waives fee for Ron Settles memorial, Signal Tribune, August 28, 2021. Including the Settles case, Signal Hill police officers have been formally accused of beating without justification or placing under false arrest 42 persons over a 13-year period. GRAND JURY TO GET CASE OF ATHLETE WHO DIED IN JAIL, New York Times, October 19, 1981. Signal Hill police also have been accused of on-duty rape of a minor. See, Signal Hill settles with woman who claimed rape, Long Beach Press Telegram, September 1, 2017 (woman claimed she was between 15 and 16 years old was raped by Signal Hill police officer). More recently, Signal Hill police have been accused of wrongfully shooting Phillip Lopez, See, Fatal Officer Involved Shooting of Phillip Lopez, Los Angeles County District Attorney’s Office, August 18, 2023. While the above-shown examples of Signal Hill police outrages are extreme, most of the acts of brutality, including beatings, tasings, pepper-sprayings, false arrests and malicious criminal prosecutions arise in the context of “Contempt of Cop” incidents. Signal Hill police officers deem a civilian to be in “Contempt of Cop” when the civilian exercises his/her federal constitutional right to verbally protest or verbally challenge police orders or actions; conduct that the United States Supreme Court has long held to be constitutionally protected and fundamental to a free society: “The Houston ordinance is much more sweeping than the municipal ordinance struck down in Lewis. It is not limited to fighting words nor even to obscene or opprobrious language, but prohibits speech that “in any manner . . . interrupt[s]” an officer. The Constitution does not allow such speech to be made a crime. The freedom of individuals verbally to oppose or challenge police action without thereby risking arrest is one of the principal characteristics by which we distinguish a free nation from a police state.” Houston v.
