THE CITY HEIGHTS NEIGHBORHOOD OF SAN DIEGO IS PATROLLED BY THE SAN DIEGO POLICE DEPARTMENT.

City Heights CA sign on building 2City Heights is a dense urban community in central San Diego, California, known for its ethnic diversity. The area was previously known as East San Diego. City Heights is located south of Mission Valley and northeast of Balboa Park.

City Heights is notable as a home to refugees and immigrants, with significant communities of Vietnamese, Somali, Cambodian, Laotian, and Latino residents. Many social and cultural resources, retail stores, and restaurants are operated by and/or serve the non-white population.

City Heights has an estimated population of 72,327 and has mostly multi-family apartments and homes. The demographics of City Heights is Hispanic 53%, Asian 16%, White 15%, African American 11%, Two or more races, 4%, Hawaiian or other Pacific Islander 1%.

THE SAN DIEGO POLICE DEPARTMENT IS INSTITUTIONALLY DISHONEST.

Minneapolis police officer Derek Chauvin during the arrest of George Floyd 2The sad thing is that all police agencies are institutionally dishonest. The various Chiefs of Police are appointed by their respective City Councils, who are elected officials. The same goes County Sheriffs who are directly elected by their County residents.

If a police agency’s officers or deputy sheriffs violate the constitutional rights of a civilian, the police agency will never admit that their officer/deputy sheriff acted wrongfully. If they do so, they are exposing the public entity to civil liability, and in the real world, that just does not happen.

The only time that this author can recall a Police Chief or a County Sheriff condemning the actions of one of their officers is Minneapolis Police Chief Medaria Arradondo testifying against Minneapolis Police Officer Derek Chauvin; the Minneapolis Police Officer who was convicted of murdering George Floyd in 2020. See, Minneapolis Police Chief Testifies In Derek Chauvin Trial | NBC Nightly News, April 6, 2021.

Minneapolis Police Chief Medaria Arradondo testifies against former Minneapolis police Officer Derek ChauvinOther than that unique case (i.e. rioters burned down the Minneapolis Police Department followed by nationwide riots against police brutality), no matter how obviously wrongful the actions of a police officer may appear, their employing police agencies’ will (almost) always at least attempt to justify the actions of their officer, for no other reason to avoid civil liability of their employing City or County.

Moreover, because no one ever got elected to public office by promising to protect the public from the police, the politicians will almost always attempt to justify even the most obviously outrageous police outrages.

The San Diego Police Department is no exception. Neither is the San Diego County District Attorney’s Office, that always finds that police shootings or killing are justified. See, San Diego County District Attorney’s Office webpage on Officer Involved Shootings.

If you or yours is the victim of outrageous conduct by the San Diego Police Department, don’t bother looking to that agency or to the San Diego County District Attorney’s to either acknowledge any such outrageous conduct. They are going to claim that the actions of the San Diego Police Department police officer was lawful and proper, and you are likely to be criminally prosecuted with some sort of bogus “resistance offense” (i.e. resisting arrest, battery on peace officer) to justify the officer’s actions taken against you or yours. This is not lefty propaganda; this is reality.

IF YOU ARE THE VICTIM OF POLICE MISCONDUCT, JERRY L. STEERING CAN HELP YOU ACTUALLY ENFORCE YOUR RIGHTS BY WINNING YOUR CASE.

JLS screen capture from NBC 7 San Diego News Piece on Daigle - Cropped 2The only thing that matters when enforcing your rights, is whether you win your case. If you don’t win your case, then you have no rights because you have no way to enforce them.

Just because the police violated your constitutional rights doesn’t mean that you can do anything about it. In order to “do something about it”, to enforce your constitutional rights, it takes a great deal of experience, insights, skill and savvy. You need a unanimous jury of usually 8 jurors to vote in your favor in federal court to win your case. If you mouth-off to the cops or don’t do what the police tell you to do or cuss out the cops, or act like a jerk, one or more of the jurors in your case may not vote for you. That is the reality in which we all live.
