When Rudy Guliani was Mayor of New York City, Al Sharpton announced that crime was down everywhere in New York except at the NYPD. One can say the same for Riverside County since Chad Bianco because Riverside County Sheriff.
Ever since Chad Bianco was elected the Sheriff of Riverside County the Riverside County Sheriff’s Department has become at much more brutal and institutionally corrupt agency.
For example, Sheriff Bianco, and his counterpart in the Riverside County District Attorney’s Office, Mike Hestrin, have created their respective Crimes Against Peace Officers Units (“CAPO”). Those CAPO Units should more properly be called the “Crimes BY Peace Officers” Units.
The true real-world function of those CAPO Units is to falsely and maliciously prosecute the victims of false arrests and excessive force by peace officers in Riverside County to preclude them from being able to sue the violating peace officers for their outrages perpetrated against their civilian victims. That is not lefty propaganda, that is reality.
The CAPO Unit of the Riverside County District Attorney’s Office prosecutes the victims of excessive force and false arrests by peace officers for various “resistance offenses”, such as violation of Cal. Penal Code § 69 (resisting officer with force), Cal. Penal Code § 148(a)(1) (resisting/delaying/obstructing officer), Cal. Penal Code § 240/241 (assault on officer), Cal. Penal Code § 242 / 243(b) & (c) (battery on officer causing injury) and Cal. Penal Code § 245(c) (assault on officer with weapon).
A conviction for any of these crimes will usually result in the victim of the police use of excessive force upon them or a false arrest of them, now being precluded from successfully suing the police officer who violated their constitutional rights. Accordingly, the Riverside County District Attorney’s Office routinely prosecute the victims of excessive force and false arrests to protect the police from civil liability.
