Because Ladera Ranch is an unincorporated area of Orange County, California it is patrolled by the Orange County Sheriff’s Department.

Because Ladera Ranch is an affluent suburban area of South Orange County one would think that the Sheriff’s Department patrolling that area would be respectful of members who they come into contact with, and that the deputies in that area are basically honest cops with a few bad apples among them. For example, a Judge cannot order that a person be temporarily detained for investigation to determine whether the person is engaged in criminal activity. A judge can only order that a person be arrested (i.e. taken into custody and taken to jail) if the Judge had “probable cause” to believe that the person had committed a crime.

But a police officer / deputy sheriff can temporarily detain and frisk a civilian to confirm or dispel the officer’s suspicion that the civilian is engaged in “criminality afoot”; that the person just committed a crime, or is in the process of committing a crime, or has just committed a crime.

Most instances of police beatings, pepper-sprayings, tasings and false arrests don’t just start off with the cop just walking up to a civilian, and without provocation start beating them.

Police beatings of innocents usually start off when the innocent law-abiding civilians are being detained by the police and are ordered to do something such as getting out of their car, or proning themselves down on the street, or submitted to being handcuffed or searched.

When that happens the totally innocent and law-abiding civilians verbally protest and verbal challenge those police orders and actions, because they are shocked that they are being “treated like a criminal”.
