THE CITY OF DANA POINT CONTRACTS WITH THE ORANGE COUNTY SHERIFF’S DEPARTMENT FOR ITS POLICE SERVICES.

The Orange County Sheriff’s Department has over recent times gone through several major political transformations.

FISH ROT FROM THE HEAD DOWN.

Forner Orange County Sheriff Mike CaronaIn 1998 Orange County went through a radical political transformation. Two “characters”, Gabriel Nassar and Eugene Abbadessa sponsored the candidacies of both Mike Carona for Orange County Sheriff, and Tony Rackauckas for Orange County District Attorney. Neither Carona nor Rackauckas had ever run for political office before.

Mike Carona was the Orange County Marshall, who was appointed to that position by the Judges of the Orange County Superior Court. The Orange County Marshall’s Office used to serve as the Bailiffs in the Orange County Courts. The Orange County Marshall’s Office was taken over by the Orange County Sheriff’s Department in 1999.

Tony Rackauckas was an Orange County Municipal Court Judge, who was elevated to a Superior Court Judge when California consolidated the Municipal Courts with the Superior Courts in 1998.

In the 1998 campaigns for Orange County Sheriff and Orange County District Attorney, Gabriel Nassar and Eugene Abbadessa contrived an illegal scheme for both Rackauckas and Carona to raise money for their reelection campaigns, in part by illegally selling official badges.

When Carona became the Orange County Sheriff in 1999, he created something called the Level 4 Reserve Deputy Sheriffs program; something that the California Department of Justice found was illegal (under California state law, there are only three levels of Reserve Deputy Sheriffs.)

Level 4 Reserve deputy sheriffs were friends of Carona who were issued Orange County Sheriff’s Department Reserve Deputy Sheriff badges. Those badges did not show the wording “Reserve” on them, and looked exactly like regular Orange County Sheriff’s Department Deputy Sheriff badges, save the dot-paint color scheme on the California Seal on the badges. Level 4 Reserve Deputy Sheriffs had no training, did not have to qualify on the gun range to have obtained and to keep their Concealed Carry Firearms Permits, and got flat badges in flasher wallets, to falsely show the public that were Deputy Sheriffs; to get special privileges. These badges were also illegal under Cal. Penal Code § 538d.

When Tony Rackauckas became the Orange County District Attorney in 1999, he created the Tony Rackauckas Foundation, with his campaign contributors who donated $5,000.00 each being given Orange County District Attorney “Commissioner” badges, also in flat badges, that looked like these people held some official office (“Commissioner”) in the Orange County District Attorney’s Office. These badges were also illegal under Cal. Penal Code § 538d.

COPS GONE WILD; MIKE CARONA’S “TEAM FOREVER”.

2009 Orange County Sheriff Mike Carona was convicted of witness tampering related to his tape-recorded conversations with his self-appointed Assistant Sheriff Don Haidl, to “corruptly persuade” Haidl to withhold testimony and mislead a federal grand jury investigating charges of bribery and fraud regarding Carona. He was sentenced to 66 months in federal prison. Both of Carona’s Assistant Sheriffs, part of Carona’s “Team Forever“, was also convicted of corruption charges, including perjury and misappropriation of public funds.

While Mike Carona was the Orange County Sheriff the Orange County Sheriff’s Department deputy sheriffs ran wild; beating up just about anyone who lawfully verbally protested or verbally challenged any deputy sheriffs orders and actions.

COPS GONE WILD; SHERIFF HUTCHENS AND HER SCANDALS.

After Mike Carona and his “Team Forever” (George Jaramillo and Don Haidl) were all sent to prison, Sandra Hutchens became the Sheriff of Orange County. Although she drastically reduced deputy beatings and false arrests of their victims, she brought scandals with her from the Los Angeles County Sheriff’s Department.

Orange County Sheriff Sandra HutchensFor example, under Sheriff Hutchens the Orange County Sheriff’s Department was involved in the “Orange County Snitch Scandal“, that involved the Orange County Sheriff’s Department paid inmate Mexican Mafia Jail informant real-deal murderers Raymond “Puppet” Cuevas and Jose “Bouncer” Peredes to “solve” “cold cases” by threatening persons suspected of old unsolved crimes to “confess” to crimes that often they did not commit. Those two thugs were paid $335,000.00 to extract those confessions while serving time in jail. See, “2 jailhouse snitches, who were paid $335,000 over 4 years, spark new legislation“, Orange County Register, March 22, 2017.

The Orange County Sheriff’s Department’s “Eavesdropping Scandal“, in the late 2010’s / early 2020’s involved Orange County Deputy Sheriffs listening to privileged Attorney-Client Communications. That scandal primarily involved Orange County Sheriff’s Department then deputy sheriff Matthew LeFlore, who is also deeply involved in the Orange County Sheriff’s Department’s latest scandal; the “Evidence Booking Scandal”.

Mr. Steering has sued the Orange County Sheriff’s Department over his client being framed in this scandal in the case of Ace Kuumealoha Kelly v. County of Orange, See, Buena Park man sues for $30 million, claiming OC sheriff’s investigators planted drugs, Orange County Register, May 3, 2024.
