The symbol of Tierrasanta is an encircled Conquistador cross, similar to one atop Montserrat mountain near Barcelona, Spain, though it no longer holds any religious meaning. The community is referred to as “The Island in the Hills” by locals and on welcome signs, as there are only four roads that lead to Tierrasanta, all which end within the community.

The population of the Tierrasanta neighborhood of San Diego is approximately 30,443. The population of Tierrasanta are 63% White, 22% Hispanic or Latino, 8% Asian, 3% Black or African American, and 4% two or more races.

The crime rate of the Tierrasanta neighborhood is deemed to be “Very safe neighborhood — well below-average crime rates, Safer than 78% of neighborhoods in San Diego” DoorProfit. However, Tierrasanta is not crime free. Notwithstanding these outrages by the San Diego Police Department in Tierrasanta, most of the time that San Diego Police Department commits outrages against the public involve “Contempt of Cop” situations.

“Contempt of Cop” situations involve civilians “failing the attitude test”, that is usually law-abiding civilians verbally protesting or verbally challenging police orders or actions. See, The “Contempt of Cop Game”; How Well Can You Play?, steeringlaw.com.

Verbal protest and verbal challenge to police orders or actions has long been held to be constitutionally protected conduct. As Associate United States Supreme Court Justice William Brennan so eloquently stated in striking down a Houston, Texas Municipal Ordinance that criminalized interrupting or interfering with a police officer’s performance of his/her duties:

Justice William Brennan Jr.“The Houston ordinance is much more sweeping than the municipal ordinance struck down in Lewis. It is not limited to fighting words nor even to obscene or opprobrious language, but prohibits speech that “in any manner . . . interrupt[s]” an officer. The Constitution does not allow such speech to be made a crime. The freedom of individuals verbally to oppose or challenge police action without thereby risking arrest is one of the principal characteristics by which we distinguish a free nation from a police state.” City of Houston, Texas v. Hill, 482 U.S. 451 (1987).

Notwithstanding the profound statement by Justice Brennan, in the real world, verbal protest or verbal challenge in San Diego will often result in the civilian being beaten or tased or pepper-sprayed or worse, and being falsely arrested and maliciously prosecuted for some fabricated “resistance offense” such as violation of Cal. Penal Code § 69 (resisting officer with force), Cal. Penal Code § 148(a)(1) (resisting/delaying/obstructing officer), Cal. Penal Code § 240/241 (assault on officer), Cal. Penal Code § 242 / 243(b) & (c) (battery on officer causing injury) and Cal. Penal Code § 245(c) (assault on officer with weapon).

This is not lefty propaganda. This is reality.
