The City of San Fernando is located in the San Fernando Valley area of Los Angeles, California. It was established as a City in 1911, and its police department is thought to have been created contemporaneously with the creation of that City as a public entity in 1911.
The San Fernando Police Department has 35 sworn full-time police officers, and approximately 20 Reserve Police Officers who can assist those regularly employed full-time sworn police officers in time of emergency.
The City of San Fernando has an estimated population of 24,000 residents, approximately 90% of whom are Hispanic, and with Non-Hispanic White (4.2%), Asian (2.3%) and Black or African American (0.8%) making up the remainder of the residents of that city.
The San Fernando Valley area of Los Angeles County has at least 57 recognized criminal street gangs. See, streetgangs.com. Although 90% of the population of the City of San Fernando is Hispanic, there are not just Hispanic street gangs in San Fernando.
There are White-Supremacist Gangs, exemplified by the SFV Peckerwoods. In October 2024, federal authorities indicted 68 members and associates of the San Fernando Valley Peckerwoods, a white supremacist gang. They were implicated in a long-running racketeering enterprise involving fentanyl distribution, weapons crimes, COVID-19 relief fraud, bank fraud, and identity theft. There are also Armenian gangs in San Fernando. In 2025, over a dozen Armenians were arrested in the San Fernando Valley following escalating gang warfare over control of illicit operations. See, LA Times Today: Armenian gang war roils San Fernando Valley, Los Angeles Times, June 3, 2025.
There are also quite a few Hispanic criminal street gangs in San Fernando, including the Vineland Boys (Vineland Boyz) gang, that operates in the San Fernando Valley and is involved in drug trafficking, extortion, and violent crimes. The Vineland Boys was founded in North Hollywood in 1988 by former 18th Street gang members who joined the Sureño coalition under Mexican Mafia control. Hispanic criminal street gangs in San Fernando also include the Project Boys / Pacoima Flats Alliance, a violent Hispanic gang operating within the San Fernando Valley housing projects. They also included the Varrio San Fers (VSF13 / San Fer Gang) gang. It is one of the oldest Hispanic criminal street gangs in San Fernando with an estimated membership of over 500 gangsters.
“WE’RE THE BADDEST GANG IN TOWN”.
Because the San Fernando Police Department has to deal with these various criminal street gangs on a daily basis, many of their ranks adopt the mentality of “We’re the baddest gang in town”; something that causes the police to violate and flaunt the very laws that they claim to be enforcing.
This “baddest gang in town” attitude also causes San Fernando Police Department officers to often treat basically law-abiding good citizen types like street criminals. When that happens, the basically law-abiding good citizen types are taken-aback by such police orders and actions, and often verbally protest or verbally challenge this type of treatment. When that happens, the basically law-abiding good citizen types often end up getting beaten or tased or pepper-sprayed or even shot, and then falsely arrested and maliciously prosecuted for “resistance offenses” such as violation of Cal. Penal Code § 69 (resisting officer with force), Cal. Penal Code § 148(a)(1) (resisting/delaying/obstructing officer), Cal. Penal Code § 240/241 (assault on officer), Cal. Penal Code § 242 / 243(b) & (c) (battery on officer causing injury) and Cal. Penal Code § 245(c) (assault on officer with weapon).
