Unlike other smaller cities in Los Angeles County, Bell has its own police department, the headquarters of which is located at 6330 Pine Ave., Bell, California.
Bell has a significant problem with criminal street gang activity. The major criminal street gangs in the City of Bell are the Gifford Locos gang, the Hacienda Heights gang, the Jardin gang, the Orchard Street gang, the Chanslor Street gang, the Loma Vista Place Locos gang and the Bear Street Crazies gang.
These Hispanic criminal street gang terrorize a large portion of the City of Bell, and the Bell Police Department has had its hands full dealing with these street gangsters.
The Bell Police Department also has had its problems with its officers shooting civilians under questionable circumstances. No matter how unjustified the shooting of a civilian may be, there is basically a 0% chance that a police officer in Los Angeles County is going to be criminally prosecuted for any such shootings. When police officers have to deal with street gangsters on a daily basis, many of them adopt a gangster mentality. Too often one hears Bell Police Department police officers boast “We’re the baddest gang in town”.
This may be the necessary attitude to deal with real-deal street gang members, but not with basically law-abiding citizens. Accordingly, when basically law-abiding citizens are treated like street gang members, they often verbally protest or verbally challenge police orders or actions.
Many law-biding citizens (save minor traffic violations) are taken aback when they are ordered to prone themselves down on the roadway, or to exit their vehicles and being subjected to pat-down searches during routine traffic stops for minor traffic violations. When they react to such treatment with surprise and verbal protest, they are now deemed to be in “Contempt of Cop“.
When that happens, the basically law-abiding motorists then end-up being beaten or tased or pepper-sprayed, and thereafter falsely arrested and maliciously criminally prosecuted for some fabricated “resistance offense”, such as violation of Cal. Penal Code § 69 (resisting officer with force), Cal. Penal Code § 148(a)(1) (resisting/delaying/obstructing officer), Cal. Penal Code § 240/241 (assault on officer), Cal. Penal Code § 242 / 243(b) & (c) (battery on officer causing injury) and Cal. Penal Code § 245(c) (assault on officer with weapon).
This is not lefty propaganda; this happens every day in Bell, California, and throughout the State of California. Moreover, things have now become acutely worse with illegal ICE Immigration raids and immigration arrests of persons because they are brown or don’t speak English.
