Brad Gates was the Sheriff of Orange County, California, from 1975 to 1999. He was the longest serving sheriff in Orange County’s history. Orange County Sheriff Brad Gates had a well-earned reputation for cronyism; for rewarding his campaign contributions with special favors and privileges.
In Guillory v. Orange County, 731 F.2d 1379 (9th Cir. 1984), the plaintiffs private investigators sued Sheriff Brad Gates and the County of Orange for refusing to issue concealed carry gun permits to them because they did not contribute to Gates’ campaign for Sheriff. They used Gates’s own records to show that he issued concealed-weapon permits to 101 individuals who had contributed more than $120,000.00 to his reelection campaigns. However, Gates did give gun permits to hundreds of his political backers and campaign contributors, who the Guillorys’ lawyer described at the “The Brad Gates Gun Club”. Following Brad Gates’ reign as Orange County Sheriff, Mike Carona was elected Sheriff in 1998. Sworn in in 1999, Mike Carona remained Orange County Sheriff until his resignation in 2008.
Sheriff Carona’s term as Orange County Sheriff was infected with corruption from the start; with Sheriff Carona creating a new level of Reserve Deputy Sheriff, Level IV, that did not exist under California state law. Carona created this Reserve Deputy Sheriff Level IV position to essentially give guns and badges to his friends and campaign contributors.
Three years later, the state’s Commission on Peace Officers Standards and Training removed all 86 of the reserve deputies from California’s peace officer database, which meant the commission no longer recognized them as peace officers. Even so, 56 still kept their badges and Sheriff’s Department identification cards, and 14 kept their concealed weapons permits. Thereafter, Mike Carona’s stormy term as Orange County Sheriff was so riddled with corruption that he and his “Team Forever” (Assistant Sheriff Don Haidl and Assistant Sheriff George Jaramillo) all ended up indicted and served jail/prison time for their corrupt actions.
George Jaramillo pleaded guilty to federal tax evasion and mail fraud charges tied to accepting bribes.
Don Haidl, a wealthy Orange County businessman who was made Assistant Sheriff despite never having been in law enforcement at all, was Indicted on corruption-related charges and cooperated with federal prosecutors against Mike Carona.
In October of 2007, Orange County Sheriff Mike Carona was indicted on multiple federal corruption charges, including Conspiracy, Mail fraud and Witness tampering. In 2009, Sheriff Carona was convicted of witness tampering and sentenced to 66 months in federal prison.
Sandra Hutchens, Sheriff of Orange County from 2008 to 2019 and current Orange County Sheriff Don Barnes.
Sandra Hutchens, a former Los Angeles County Sheriff’s Department division chief and commander she was appointed by the Orange County Board of Supervisors to the position of Sheriff of Orange County following Sheriff Mike Carona’s resignation following his federal Indictment in 2008.
Sheriff Hutchens’ reign as Orange County Sheriff was basically scandal free, as is the reign of Orange County’s current Sheriff Don Barnes.
