The most inciteful incident showing what type of police officers staff the Torrance Police Department is the Kiley Swaine case; Kiley Deliefde Swaine v. City of Torrance et al,. United States District Court, Central District of California Case Number Case No.: 2:22-cv-00404-MCS-RAO. In the early morning hours of January 27, 2020 Kiley Swaine was “dumpster diving” with two co-workers of his at a Manhattan Beach restaurant. One of those friends of Kiley Swaine who he was dumpster diving with was Robert Boman. Kiley Swaine was a waiter at the restaurant, and his co-worker friend was a man named Robert Boman. Kiley Swaine only knew Robert Boman as his co-worker, and he did not know that Robert Boman was one of the founders and leaders of the “Rise Above Movement“; a militant alt-right Southern California-based street fighting group which has variously been described as “a loose collective of violent neo-Nazis and fascists, white nationalists, white supremacists, and far-right persons. The Rise Above Movement was responsible for riots across the United States, and Robert Boman and three others were Indicted by the United States Department of Justice for starting those riots. While Kiley Swaine and Robert Boman were dumpster diving, another co-worker of theirs who rode with them that night was off stealing mail at a Torrance, California apartment building. A lady resident of the apartment building called the Torrance Police Department to report the mail theft, and when the Torrance Police Department officers arrived at the scene, they found Kiley Swaine and Robert Boman in the vicinity, and arrested them also for suspicion of mail theft (they were never prosecuted). Two Torrance Police Department police officers who arrested Swaine and Boman, Cody Weldin and Christopher Tomsic, recognized who Robert Boman was (a violent white supremacist and neo-Nazi) as one of the leaders of the Rise Above Movement. When the rest of the Torrance Police Department police officers who arrived at the scene of the arrest of Swaine and Boman, they all showed their admiration for Robert Boman and his Neo-Nazi beliefs, and “high-fived” Robert Boman while arresting him. In a sign of solidarity with Robert Boman for his Neo-Nazi / White Supremacists beliefs, Torrance Police Department police officers Cody Weldin and Christopher Tomsic spray painted a swastika on the back seat of Kiley Swaine’s Hyundai sedan. When Kiley Swaine was released from the Torrance Police Department jail, he went to the tow yard to retrieve his car and found that a swastika had been spray painted on the back seat of his Hyundai sedan. He complained to the Torrance Police Department and their investigation showed that Torrance Police Officers Cody Weldin and Christopher Tomsic were the ones who spray painted a swastika on the back seat of Kiley Swaine’s Hyundai sedan. The Torrance Police Department obtained search warrants for Cody Weldin’s and Christopher Tomsic’s cellphones. When they examined those cellphones the Torrance Police Department found racist and neo-Nazi texts between Officers Cody Weldin and Christopher Tomsic, joking about killing blacks, Jews, LBGTs and people of color. Officers Cody Weldin and Christopher Tomsic were criminally prosecuted by the Los Angeles County District Attorney’s Office. In all, the Torrance Police Department fired 15 of its police officers for making the cellphone texts about killing and falsely arresting blacks and Jews. The California Attorney General’s Office also investigated the texts between Torrance Police officers. In the end, Mr. Steering obtained $750,000.00 from the City of Torrance for Kiley Swaine. See, Torrance pays $750,000 for officers painting swastika on car.
