Contrary to televisions shows like “Dragnet” and “Adam 12” that portray LAPD Officers as non-violent professionals who are polite to the public and almost never pull their guns out, the reality of policing in Los Angeles and generally in California is quite different. It’s a lot more like the type of policing shown in the classic movie about the LAPD in the 1950s, “L.A. Confidential“. That film tells the story of a group of LAPD officers in 1953, and the intersection of incredible police corruption and Hollywood celebrity.

Until the Rodney King incident in 1991 most Angelinos were still living in a fantasy world about the LAPD. However, the Rodney King incident marked the beginning of public actually seeing video recorded outrageous LAPD beatings

The Rodney King Beating In 1991.

In 1991 parolee Rodney King was badly beaten by LAPD officers after leading police on an 8-mile vehicle pursuit in Los Angeles. A convoy of LAPD patrol cars and a LAPD helicopter pursued King, who was finally stopped by Hansen Dam Park. The LAPD Officers beat King with their batons, fracturing his skull in 9 places.

Because King’s beating was captured on a VHS video recording of a man near the scene of the stop, 4 LAPD Officers were criminally prosecuted by the Los Angeles County District Attorney’s Office for their beating of King. Los Angeles County District Attorney Ira Reiner thought that the beating of King by the LAPD Officers was so obviously outrageous that he agreed to move the trial of the 4 LAPD Officers from downtown Los Angeles to the bedroom suburb community of Simi Valley, California; a suburb heavily populated by police officers and Deputy District Attorneys.

What Ira Reiner and the public learned from the State Court prosecution of those 4 LAPD Officers  is that “excessive force” by the police is more of a political concept than a factual one. The “pro-cop” jurors in Simi Valley acquitted all 4 LAPD Officers, and the black population in Los Angeles rioted, burning 5,500 structures in Los Angeles, and resulting in the Governor calling out the National Guard to suppress the riots. Ventura County jury apparently was not convinced that videotape told the whole story. Los Angeles Times, April 30, 1992.

Following the acquittal of the 4 LAPD officers in state court, the U.S. Attorney’s Officers criminally prosecuted those same 4 officers in federal court for violating Rodney King’s federal constitutional right to be free from the use of unreasonable force upon him under the 4th Amendment to the United States Constitution under 18 U.S.C. § 242; violation of constitutional rights under color of authority.

Two of the LAPD officers, Sgt. Stacey Koon and Lawrence Powell, were convicted of violating King’s constitutional right to be free from an unreasonable seizure of his person (i.e. excessive force under the 4th Amendment), basically because the trial was conducted in downtown Los Angeles rather than Simi Valley.

As bad at the Rodney King was, is paled in comparison to the LAPD Rampart Scandal.

In the movie “Training Day“, Denzel Washington, plays a real-life LAPD Officer named Rafael Perez, who worked in the LAPD’s CRASH Anti-Gang Unit out of the LAPD Rampart Division station.

In 1995 the LAPD formed a CRASH Anti-Gang Unit that was run out of the LAPD’s Rampart Division. The Rampart Station’s CRASH Anti-Gang Unit attempted to take over the narcotics business in Central Los Angeles by murdering and framing suspected gang members drug dealers. Rafael Perez was eventually arrested and turned state’s evidence, resulting in over 100 convictions of real criminals in Los Angeles County Superior Court being overturned.

In 2004, Mr. Steering obtained an $850,000.00 award from the City of Los Angeles for a young man who LAPD Rampart CRASH Officer Rafael Perez attempted to frame for a murder that took place in a McDonald’s restaurant in Central Los Angeles.
