The City of Loma Linda contracts with the San Bernardino Sheriff’s Department for police services.

San Beranrdino County Sheriff's Dept SWATThe San Bernardino County Sheriff’s Department is an agency that patrols the largest geographical county in the United States, that stretches from Los Angeles County all the way to Nevada and Arizona. Much of San Bernardino County is rural and desert. Accordingly, although the Wild Wild West may exist today mostly in Hollywood movies, the Wyatt Earp method of policing is alive and well at the San Bernardino County Sheriff’s Department.

This shooting stands on the longstanding and well-deserved reputation for being a brutal agency that beats civilians guilty of nothing other than “Contempt of Cop” violations; not real crimes but merely constitutionally protected verbal protest or verbal challenge to police orders or actions.

It is well established that verbal protest or verbal challenge to police orders or actions is protected by the First Amendment’s Right to Petition the Government for Redress of Grievances and the Freedom of Speech clauses. See, Houston v. Hill, 482 U.S. 451 (1987), where Associate U.S. Supreme Court Justice William Brennan described this right to verbally protest or verbally challenge police orders or actions:

It is not limited to fighting words nor even to obscene or opprobrious language, but prohibits speech that “in any manner . . . interrupt[s]” an officer. The freedom of individuals verbally to oppose or challenge police action without thereby risking arrest is one of the principal characteristics by which we distinguish a free nation from a police state.”
