COMPTON, CALIFORNIA IS ONE OF THE WORST, IF NOT THE WORST PLACES FOR POLICE MISCONDUCT IN CALIFORNIA.

The City of Compton used to have its own police department; a department that Jerry L. Steering successfully sued in the early 1990s for the wrongful death of Pouvi Tualaulelei, 34, and his brother, Italia Tualaulelei by then Compton Police Department police officer Afred Skiles. That department has many high-profile killings of civilian by Compton Police Department police officers, such as:

In 1978 Compton Police Officer James Perry shot and killed Robert Anderson, security guard for Compton Unified School District in his home. The Los Angeles County District Attorney’s Office Prosecuted Officer Perry for Murder.

In 1981 the Compton Police shot and killed Luis Velasquez. The Los Angeles County District Attorney’s Office cleared the officers for the shooting but a Los Angeles Jury awarded the family $2,100,000.00 for that wrongful shooting

In 1983 Anthony “Fatso” Amey was beaten to death by Compton police officers.

As referenced above, in 1991 Compton Police Officer Alfred Skiles shot and killed two Samoan brothers, Pouvi Tualaulelei, 34, and his brother, Italia Tualaulelei while they were on proned-out on their driveway. The Los Angeles County District Attorney’s Office unsuccessfully prosecuted Officer Skiles for homicide, but Jerry L. Steering recovered a $6,000,000.00 settlement in that case from the City of Compton.

IN 2000 THE COMPTON POLICE DEPARTMENT WAS DISBANDED, AND THE CITY CONTRACTED ITS POLICE SERVICES WITH THE LOS ANGELES COUNTY SHERIFF’S DEPARTMENT.

The City of Compton disbanded its police department in 2000, and contracted its police services with the Los Angeles County Sheriff’s Department. Unfortunately, the Los Angeles County Sheriff’s Department was and is worse that the thugs in the Compton Police Department could not even imagined.

The Los Angeles County Sheriff’s Department is a brutal criminal organization that is run at the station level by various deputy gangs; no joke. This is not left propaganda. This is reality. See, Gangs in the Los Angeles County Sheriff’s Department, Wikipedia.

Unfortunately, the Los Angeles County Sheriff’s Department is still run by deputy gangs, and all of the lip-service paid toward banning deputy gangs in that agency has done nothing to stop those gangs from running the department. The California Legislature recent enacted criminal statutes prohibiting Deputy Gangs or other “gangs” of officers within a department, embodied in Cal. Penal Code Section 13670 that provides.

(2) “Law enforcement gang” means a group of peace officers within a law enforcement agency who may identify themselves by a name and may be associated with an identifying symbol, including, but not limited to, matching tattoos, and who engage in a pattern of on-duty behavior that intentionally violates the law or fundamental principles of professional policing, including, but not limited to, excluding, harassing, or discriminating against any individual based on a protected category under federal or state antidiscrimination laws, engaging in or promoting conduct that violates the rights of other employees or members of the public, violating agency policy, the persistent practice of unlawful detention or use of excessive force in circumstances where it is known to be unjustified, falsifying police reports, fabricating or destroying evidence, targeting persons for enforcement based solely on protected characteristics of those persons, theft, unauthorized use of alcohol or drugs on duty, unlawful or unauthorized protection of other members from disciplinary actions, and retaliation against other officers who threaten or interfere with the activities of the group., nothing has been done to enforce that law.

(b) Each law enforcement agency shall maintain a policy that prohibits participation in a law enforcement gang and that makes violation of that policy grounds for termination. A law enforcement agency shall cooperate in any investigation into these gangs by an inspector general, the Attorney General, or any other authorized agency. Notwithstanding any other law, local agencies may impose greater restrictions on membership and participation in law enforcement gangs, including for discipline and termination purposes.

Notwithstanding the enactment of Cal. Penal Code Section 13670, nothing has been done to abolish Deputy Gangs in the Los Angeles County Sheriff’s Department, or in any other California police agency; nothing. The current Sheriff of Los Angeles County, Robert Luna, has also done nothing to eradicate these Deputy Gangs within the Los Angeles County Sheriff’s Department.
