Their members need to beat or shoot or otherwise terrorize civilians in their local patrol area sufficiently outrageous to become a member of these Deputy Gangs. The Deputy Gang culture at the Los Angeles County Sheriff’s Department has gotten so bad, the last few sheriffs have been powerless to do anything about that agency’s gang problem. The previous Sheriff Alex Villanueva denied the existence of the Deputy Gang culture at the Los Angeles County Sheriff’s Department, and refused to testify to the Los Angeles County Civilian Review Commission. Los Angeles County Sheriff Robert Luna finally acknowledged that these Deputy Gangs within the Sheriff’s Department, and announced a ban on those deputy gangs. However, that only happened after the California Legislature actually enacted Cal. Pen. Code § 13670, that banned Deputy Gangs at law enforcement agencies in California. LASD Sheriff Robert Luna 2Notwithstanding any rhetoric by Sheriff Luna about banning these Deputy Gangs at the Los Angeles County Sheriff’s Department, as these Deputy Gangs run various Sheriff’s Department stations, Sheriff Luna would have to fire about one-third of his deputies to rid itself of those Deputy Gangs. That is not going to happen. No one ever got elected to political office in this country by promising to protect the public from the police, and Sheriff Luna plans to get reelected.

Accordingly, in the real world, the Los Angeles County Sheriff’s Department is not a “law enforcement agency”, but a political entity that selectively enforces certain laws for their own political benefit.

Moreover, the public’s memories are about two weeks, and the citizens of Los Angeles County continues to tolerate the existence of these Deputy Gangs.
