THE POLICE IN RIVERSIDE COUNTY ARE OFTEN BRUTAL AND ARE INSTITUTIONALLY DISHONEST.

CALIMESA’S PROBLEM WITH CRIMINAL STREET GANGS.

Calimesa, California is a city in Riverside County, California, that has an estimated population of 11,500. The demographics of Calimesa are White 57%, Hispanic 31%, Two or more races 11.79%, Asian 3.4%, Black or African American 3.05% and Native American 1.4%.

The City of Calimesa contracts for his police services with the Riverside County Sheriff’s Department. That agency under the leadership of Chad Bianco has degenerated into a brutal agency who are basically trigger happy and use force as a first resort; no joke. However, much of this brutal attitude by Riverside County Sheriff’s Department deputy sheriffs is a product of having to deal with criminal street gangs.

LOS ANGELES MS 13 GANG MEMBERSIn Calimesa the Riverside County Sheriff’s Department has had significant problems with criminal street gangs, such as:

Ontario Varrio Sur – A Chicano gang with ties to the Mexican Mafia and active throughout San Bernardino, Orange, and Riverside Counties.

Nazi Lowriders – A neo-Nazi white supremacist gang identified in Southern California, including the Inland Empire region.

Barriox13 – A Sureño-affiliated Hispanic gang, active in parts of Southern California, including areas of San Bernardino and Riverside Counties.

MS‑13 (Mara Salvatrucha) – Recognized as a transnational criminal street gang, and known to be targeted by federal enforcement efforts in Riverside County.

Having to deal with these criminal gangs has created the attitude among many of the deputy sheriffs in California parroting the motto: “We’re the baddest gang in town”.

The problem in Calimesa isn’t the Sheriff’s Department’s mistreatment of street gang members. The problem in Calimesa is when the Sheriff’s Department treats basically law-abiding citizens like gang members.

Riverside County Sheriff Chad BiancoWhen that happens, these basically law-abiding citizens verbally protest or verbally challenge the deputies’ orders or actions; something that has long been established that they have a constitutional right to do. See, City of Houston v. Hill, 482 U.S. 451 (1987) (“The freedom of individuals verbally to oppose or challenge police action without thereby risking arrest is one of the principal characteristics by which we distinguish a free nation from a police state.”, Brennan, J.)

However, there is the technical world and there is the real world. In the real world, verbally protesting or verbally challenging the deputies’ orders or actions will often result in the protesting law-abiding citizen being beaten or tased or pepper-sprayed, and falsely arrested and maliciously prosecuted for some fabricated “resistance offense” such as violation of Cal. Penal Code § 69 (resisting officer with force), Cal. Penal Code § 148(a)(1) (resisting/delaying/obstructing officer), Cal. Penal Code § 240/241 (assault on officer), Cal. Penal Code § 242 / 243(b) & (c) (battery on officer causing injury) and Cal. Penal Code § 245(c) (assault on officer with weapon).

In Calimesa, the best way to deal with Riverside County Sheriff’s Department deputy sheriffs is to shut your mouth, do what the deputies tell you to do, and you will probably come out of that encounter unscathed. Otherwise, expect to be beaten, falsely arrested and maliciously prosecuted.

IF YOU ARE THE VICTIM OF POLICE MISCONDUCT, JERRY L. STEERING CAN HELP YOU ACTUALLY ENFORCE YOUR RIGHTS BY WINNING YOUR CASE.

Screen Capture from LA ABC 7 Interview of JLS on Jovan Jimenez caseThe only thing that matters when enforcing your rights, is whether you win your case. If you don’t win your case, then you have no rights because you have no way to enforce them.

Just because the police violated your constitutional rights doesn’t mean that you can do anything about it. In order to “do something about it”, to enforce your constitutional rights, it takes a great deal of experience, insights, skill and savvy. You need a unanimous jury of usually 8 jurors to vote in your favor in federal court to win your case. If you mouth-off to the cops or don’t do what the police tell you to do or cuss out the cops, or act like a jerk, one or more of the jurors in your case may not vote for you. That is the reality in which we all live.
